ChatGPT Ads in India: How They Work and How to Run Your First Campaign

On 31 August 2026, OpenAI opened self-service access to ChatGPT Ads in India. Until that day, an Indian business could only buy ChatGPT ads through OpenAI’s sales team or an agency partner. Now anyone with a business, a landing page, and a card can sign in at ads.openai.com and build a campaign the same afternoon.

That is a genuinely new advertising channel, and it is worth understanding properly before you spend anything on it.

ChatGPT crossed a billion weekly users this year. OpenAI says the ads business hit a one billion dollar annualised revenue run rate in under 200 days from launch, with tens of thousands of advertisers already running campaigns across more than 40 countries. This is no longer an experiment sitting in a lab. It is a working auction with real inventory, real bidding, and real conversion tracking.

Here is what it is, what it costs, where it fits next to Google Ads and Meta Ads, and how to set up a first campaign without wasting money on the obvious.

What ChatGPT Ads actually are

A ChatGPT ad is a small sponsored unit that appears below a ChatGPT response in a clearly labelled box, visually separate from the answer itself.

Each ad carries six pieces:

  • Advertiser name
  • Favicon, which is your logo at a very small size
  • Title, which is your headline
  • Copy, which is a short description
  • Image creative
  • Landing page URL

That is the whole format. There is no video, no carousel, no lead form. One image, one headline, one line of copy, one link.

The important structural point is that advertising does not touch the answer. OpenAI runs the ads system separately from the model. You cannot pay to be recommended inside a ChatGPT response; you cannot change how the model ranks anything, and advertisers never get access to anyone’s conversations. If a brand tells you they can buy their way into ChatGPT’s actual recommendations, they are selling you something that does not exist.

Who sees your ads, and who does not

This matters more than people expect, because it defines your entire reachable audience.

Ads are shown to logged-in adult users on the Free plan and the low-cost Go plan. They are not shown to anyone on Plus, Pro, Business, or Enterprise, and they are not shown to accounts identified as belonging to under-18 users.

So the paying power users, the developers, the enterprise teams: none of them see your ad. Your audience is the enormous free tier. For most consumer and small business categories in India, that is fine, because the free tier is where the volume is. For a product that sells only to senior enterprise buyers, it is a real limitation you should factor in before budgeting.

Targeting works nothing like Google Ads

This is the part that trips up experienced media buyers, so slow down here.

There are no keywords. There are no interest categories, no lookalikes, no demographic segments. Targeting is done through something OpenAI calls context hints.

A context hint is a plain-language description of the kinds of conversations where your product would genuinely be useful. You write it at the ad group level. You can paste a list of keywords if you have them, but the system treats them as thematic signals rather than as match rules. There is no exact match, no phrase match, and no guarantee your ad appears in any specific conversation.

Think about the difference. In Google Ads, you bid on the query. In ChatGPT Ads, you describe the situation.

OpenAI’s published starting guidance is a maximum bid of 3 to 5 US dollars per click on CPC campaigns, with a default CPM cap around 60 US dollars. Check which currency your account bills in when you sign up, since OpenAI publishes this guidance in dollars and Indian accounts should confirm their own billing currency before setting bids.

The auction is a relevance-weighted second-price auction. Two things follow from that. First, you pay based on the next bid down, not your maximum. Second, and more usefully, the most relevant ad can beat a higher bid. Creative quality and hint accuracy are not soft factors here. They directly lower what you pay.

On budgets, you choose either a campaign-total budget or a daily budget when you create the campaign, and you cannot switch the type later. You can change the amount. Daily budgets now pace as a seven-day average, so a single day may run above or below your number while the week stays on track. Campaign-total budgets are the stricter cap, but they are not a pacing control, so spend can move quickly if your ads match a lot of eligible conversations early.

Practical view for an Indian SMB: this is not a channel where a two thousand rupee a day test tells you anything. You need enough clicks to judge quality, and at three to five dollars a click, that adds up. Budget for a genuine two-week test or skip it for now. Measurement is more mature than you would expect

Ads Manager reporting covers impressions, clicks, spend, CTR, average CPC, average CPM, and conversions.

For conversion tracking, you have two options, and you should use both:

Which businesses can advertise, and which cannot

OpenAI opened advertising with a deliberately narrow set of consumer categories and has been widening it since. The comfortable zone today covers household and consumer goods, local services, travel and experiences, digital products and education, and general ecommerce.

Categories that are prohibited or heavily restricted include adult content and dating, gambling and betting, alcohol and tobacco, recreational drugs, weapons, political content, and deceptive financial schemes. Healthcare, financial services, and legal services sit in a restricted tier, reviewed case by case, with only approved advertisers permitted.

Two rejection reasons come up repeatedly, and both are avoidable. The first is a destination domain that does not match the verified business on the account. Every campaign goes through review after submission. A campaign showing “Not serving” will usually explain the cause on hover, and it is normally one of four things: a fixable edit, a policy rejection, pending verification, or a billing problem.

  • Treating context hints as keywords. Keyword stuffing a hint field actively hurts matching.

Being genuinely recommended inside ChatGPT’s answers comes from structured content, clear entity signals and strong third-party credibility.
